Illinois Governor Signs Offshore Outsourcing Law

"In an effort to curb the practice of outsourcing domestic jobs overseas, Gov. Rod Blagojevich signed Senate Bill 2375, requiring companies bidding for state business to certify whether the terms of the contract will be performed in the United States." Although SB 2375 does not resemble the bill that I (Steve Tisza) testified on at the request of Senator Ronan during the Government Committee Hearing in February 2004, Illinois is only the second state to actually enact offshore outsourcing legislation. Download Press Release from Gov. Blagojevich's Office and actual text of the new law effective June 1, 2005, in PDF format.
