"Senator Durbin's leadership in developing and promoting this innovative exchange of ideas will help America create a road map to a return to leadership in the deployment of high speed Internet access, and I am pleased to be able to participate. Ensuring that all Americans have access to affordable, high speed Internet connections is critical for our future, yet the United States is the only advanced industrial national without a high-speed broadband policy. As a result, we have fallen to 16th in the world in broadband penetration, behind Canada, Japan, South Korea, and France. That's according to the International Telecommunications Union."
