Together, we must take on those who view retirees as expendable liabilities or people on an “entitlement program” that should be eliminated or privatized. We may be retired, but our activism as CWA members has not ended. You can be part of the growing army of tens of thousands of CWA retirees who are working with the Lifetime CWA Retired Members’ Council, through their Local RMC, to protect benefits and programs that are critical to our retirement – retiree health care, pensions, Social Security, Medicare and more. 01/27/12- Blogosphere Nonsense On Medicare Premium Increases
Q: Will the new health care law raise Medicare’s basic monthly premium to $247 in 2014, as a viral e-mail message claims? A: No, Medicare officials project the basic premium will be less than half that. But the law will eventually cause 14 percent of seniors with incomes over $85,000 a year ($170,000 for couples) to pay higher "income-related" premiums, up from 5 percent currently. 12/07/11- Bomb Buried in Obamacare Explodes - Hallelujah!
have long argued that the impact of the Affordable Care Act is not nearly as big of a deal as opponents would have you believe. At the end of the day, the law is - in the main - little more than a successful effort to put an end to some of the more egregious health insurer abuses while creating an environment that should bring more Americans into programs that will give them at least some of the health care coverage they need. There is, however, one notable exception - and it's one that should have a long lasting and powerful impact on the future of health care in our country. That would be the provision of the law, called the medical loss ratio, that requires health insurance companies to spend 80% of the consumers' premium dollars they collect - 85% for large group insurers - on actual medical care rather than overhead, marketing expenses and profit. Failure on the part of insurers to meet this requirement will result in the insurers having to send their customers a rebate check representing the amount in which they underspend on actual medical care. This is the true ‘bomb' contained in Obamacare and the one item that will have more impact on the future of how medical care is paid for in this country than anything we've seen in quite some time. Indeed, it is this aspect of the law that represents the true ‘death panel' found in Obamacare - but not one that is going to lead to the death of American consumers. Rather, the medical loss ratio will, ultimately, lead to the death of large parts of the private, for-profit health insurance industry.

11/23/11- New Evidence That The Chained CPI Is Unfair To Seniors
New evidence that the elderly have very different consumption patterns than the general population comes from the federal Interagency Technical Working Group that just reported on a new Supplemental Poverty Measure (SPM), a new methodology for determining the extent of poverty in the United States. The study group confirmed that medical out-of-pocket expenses for the elderly are a disproportionate part of their consumption. When the study group measured poverty based on the actual spending of Americans over the age of 65, they discovered that the poverty rate jumped from 9 percent to 15.9 percent.

11/22/11- Employer-Sponsored Health Insurance Premiums Double But Affordable Care Act to Reverse Trend
Sandy Hausman looks at a new study on state trends for employer-sponsored insurance premiums and deductibles that found a 50 percent increase in premiums between 2003 and 2010, and a 63 percent increase in the employee share of the premium for a family plan. Let's talk turkey - specifically about those turkeys who want to cut Social Security benefits. Specifically—The members of the Supercommittee, who are once again looking to cut Social Security’s mechanism to keep up with inflation—the COLA—as it looks for a way to reduce the deficit by $1.5 trillion. But why are they looking there? Social Security sure as heck doesn’t cause the deficit. Social Security's trust fund has a $2.6 trillion surplus right now. The program has enough income to pay everyone's benefits in full for another 25 years. If anyone tells you Social Security is going broke, they're blowing more smoke than a chimney. 10/28/11- Medicare Part B Premiums For 2012 Lower Than Projected
Affordable Care Act helps keep Medicare affordable The U.S. Department of Health and Human Services (HHS) announced that Medicare Part B premiums in 2012 will be lower than previously projected and the Part B deductible will decrease by $22. While the Medicare Trustees predicted monthly premiums would be $106.60, premiums will instead be $99.90. Earlier this year, HHS announced that average Medicare Advantage premiums would decrease by four percent and premiums paid for Medicare’s prescription drug plans would remain virtually unchanged. Thanks to the Affordable Care Act, people with Medicare also receive free preventive services and a 50 percent discount on covered prescription drugs when they enter the prescription drug “donut hole.” This year, 1.8 million people with Medicare have received cheaper prescription drugs, while nearly 20.5 million Medicare beneficiaries have received a free Annual Wellness Visit or other free preventive services like cancer screenings. “The Affordable Care Act is helping to keep Medicare strong and affordable,” said HHS Secretary Kathleen Sebelius. “People with Medicare are seeing higher quality benefits, better health care choices, and lower costs. Health reform is also strengthening the Medicare Hospital Insurance Trust Fund and cracking down on Medicare fraud.” Download entire News Release below:

10/21/11- Social Security COLA Announcement Clouded By Looming Threat In Congress
An increase in Medicare premiums will likely completely or partially offset the 3.6 percent Social Security benefit increase. Furthermore, the news is tempered by reports that the congressional “Super Committee” is considering changes to Social Security that will severely hinder retirees’ ability to keep pace with the rising cost of living. The panel may recommend a new statistical formula for future cost-of-living-adjustments, one that would grossly understate the growing financial pressures on retirees. What the proponents of the change clinically call a 'Chained-CPI,' is what millions of seniors would call ‘food, shelter, clothing.’ A recent study showed that, if this change took effect, a worker retiring this year, at age 65, would lose $6,000 in benefits by the time they turned 80. Social Security did not create our budget deficit – it is fully-funded by worker and employer payroll taxes. 09/26/11- Premium Lies On Medicare!
Will the new health care law raise Medicare’s basic monthly premium to $247 in 2014, as a viral message claims? It claims that "those of you who are on Medicare" can thank "Obamacare" for increases in the per-person monthly Medicare premium — "to a wonderful $247.00 in 2014." This is also false. The basic premium for Medicare Part B (which covers physician services) was indeed $96.40 in 2009. But the other numbers are all wrong. 05/06/11- Under 55-Year-Olds Need An Extra $182,000 To Pay For Republican Medicare Plan
A 54-year-old today will have to save an additional $182,000 in their IRA or 401(k) before he or she retires to pay for the House Republican plan to dismantle Medicare, an analysis released Thursday by U.S. Rep. George Miller (D-CA) found. The Center for Economic and Policy Research (CEPR) estimated that individuals born in 1957 would need $182,000 by the time they retire at 65 to pay the additional costs imposed by the Republican plan if they live to 84. 03/15/11- Republicans Double-Cross The Elderly
"Terrified by bogus Republican claims of draconian Democratic cuts to Medicare, elderly voters propelled the GOP to an overwhelming victory last November. Voters 65 and over, the only age group to support John McCain in 2008, boosted their share of the turnout to 21% from 16% two years earlier. Nationwide, Republicans won seniors by a staggering 59% to 38%. But now safely in power, Republicans are betraying the same elderly Americans who put them there. In the House, GOP leaders are putting Medicare and Social Security on the chopping block. And in the Senate, Minority Leader Mitch McConnell is threatening to shut down the government if they are not. And that's just the beginning of the GOP's "gut and privatize" betrayal of the elderly. Call it the Great Republican Double-Cross. On Friday, Minority Leader McConnell issued just the latest Republican threat to shut down the federal government if GOP demands aren't met. As the AP reported, McConnell's price for raising the debt ceiling (which his party did seven times under President Bush) is taking the axe to Medicare and Social Security now: Senate Republican Leader Mitch McConnell warned on Friday that GOP senators will not vote to increase the government's borrowing limit unless President Barack Obama agrees to rein in Social Security, Medicare and Medicaid, laying down a high-stakes marker just weeks before the debt ceiling is reached." 01/21/11- Sebelius Announces Three Million Medicare Beneficiaries Have Received Prescription Drug Cost Relief Under The Affordable Care Act
U.S. Department of Health and Human Services Secretary Kathleen Sebelius today announced that three million Medicare beneficiaries nationwide have received prescription drug cost relief through the Affordable Care Act. To date, three million eligible beneficiaries who fell into the drug coverage gap known as the donut hole during 2010 have been mailed a one-time, tax-free $250 rebate check. The closing of the donut hole is just one of the ways seniors benefit from the Affordable Care Act. 01/21/11- Social Security Replacing Smaller Portions of Workers’ Income
At a time when many policymakers are debating different ways to reduce Social Security benefits, it is worth pointing out that these benefits are already modest and the portion of workers’ income that Social Security replaces is falling. In 2010, the average Social Security benefit was $14,052, less than the minimum wage for a full-time worker. The chart shows Social Security income replacement rates in 2002, compared with projected replacement rates in the year 2030. The income replacement rate, which was 41% in 2002, is projected to fall to 36% by 2030. Download entire article below:

01/07/11- Republicans Try To Repeal Health Care Law As New Benefits For Seniors Kick In
House Republicans are wasting no time trying to repeal health care reform. The new Congress convened on Wednesday, and the House Rules Committee met on Thursday to report a rule to repeal the health care law. The full House voted today 236-181, largely along party lines, to move ahead to next week's final vote, which is scheduled for Wednesday, January 12. The plan to repeal the health care reform law would increase the deficit by $230 billion by 2021, according to a preliminary analysis from the Congressional Budget Office. Because of the law, many important, positive changes to Medicare - such as free preventive screenings - went into effect on January 1. Those benefits, as well as a 50% discount for brand name drugs and 7% off generics for beneficiaries in the Part D doughnut hole, would disappear if the repeal were to become law. The doughnut hole is set to close entirely by 2020, but a repeal would change that. In addition, subsidies for early retiree health care would disappear. 12/03/10- Panel Rejects Calls for Social Security Cuts
The President’s Fiscal Commission suffered a defeat Friday morning, as 11 of 18 panel members voted to support their far-reaching deficit-cutting plan. However, 14 of the 18 members of the Commission needed to vote for it to make it an official recommendation, and Commission Co-chairs Erskine Bowles and Alan Simpson acknowledged that Congress will not consider their work at least until next year. “Retirees temporarily dodged a bullet today when Commission members rejected their Co-chairs’ proposal to balance the budget on the backs of retirees,” said Barbara J. 11/29/10- Allen Simpson's Anti-Senior Slurs Disqualify Him From Fiscal Panel
The following statement was issued today by Edward F. Coyle, Executive Director of the Alliance for Retired Americans, in response to Alan Simpson, co-chair of the National Commission on Fiscal Responsibility and Reform, calling today's seniors, "the greediest generation." "Alan Simpson's recent comments that the 'greediest generation' of seniors oppose his calls for reducing Social Security benefits and raising the retirement age are the latest in a long line of anti-senior slurs that sharply call into question his ability to objectively carry out the Commission's agenda. Moreover, his comments deeply insult all that this generation did for our nation, both at home and overseas. The bulk of our Retirees will probably fall into the FLEXIBLE RETIREE category and have enrollment dates of Nov 15 - Dec 31, 2010. Flexible retirees are those who retired prior to April 4, 2009 and have the same medical choices available to them. These retirees should also be notified by mail of their enrollment time frames (later in the year) and will probably only receive what is called a Confirmation of Coverage (COC). What this document is telling you is that if you do nothing; this is confirmation of the coverage that you will have beginning 1/1/11. READ THE COC CAREFULLY. 09/15/10- District 4 RMC Newsletter - Volume #13
The Medicare and Social Security trust fund report that came out in August found that the health care reform law has strengthened Medicare's financial condition, with the program expected to remain solvent for an additional 12 years. Specifically, the new report says that Medicare will be able to fully pay its bills until 2029, compared with the last year's forecast of 2017. Also due to the impact of health reform, beneficiaries' Medicare premiums and cost sharing will be reduced. In additions, trustees say that Medicare's shortfall over the next 75 years - a time frame that the trustees are required by law to consider - has decreased substantially, from the nearly 4 percent of taxable payroll in last year's report to 1%. "The new health care law includes a groundbreaking number of reforms that will modernize the Medicare delivery system, making the program a smarter purchaser of healthcare that rewards value over volume," said Barbara J. Easterling, President of the Alliance for Retired Americans. Trustees reported that Social Security will remain solvent through 2037, the same year as was forecasted in 2009. July 30 is the 45th anniversary of Medicare, a milestone for a true American success story that has helped reduce senior poverty by two-thirds. This year is an especially happy birthday for Medicare because the new health reform law makes it easier for seniors to afford to see a doctor, fill a prescription, and receive free preventive screenings and tests for serious diseases. But as the President of the Alliance for Retired Americans, I am concerned that too many retirees remain skeptical and unaware of these new benefits. 06/29/10- Legacy T AT$T: Retiree HRA Welcome Packages
Attached is an AT&T Labor Notice. Please read it carefully so you can respond to questions from affected Retirees. To summarize: Retirees with retirement dates between 3/1/90 and 12/31/07 were inadvertently not enrolled in an HRA in January but will now have HRA accounts established for them with SHPS, AT&T's HRA administrative vendor. The welcome letters will notify participants that their accounts have been established. They will also contain vital information for participants, such as how to access their account, determine account balances, file claims and how to determine what healthcare expenses are eligible for reimbursement. A claim form and contact information for questions or additional information is also included. Eligible expenses incurred on or after January 1, 2010 will be reimbursable. Enclosed please find the AT$T Labor Notice given to us today announcing another Company mistake. The mistake was that Comparison Charts mailed to Medicare Retirees claimed annual physicals were 100% covered under BC/BS Non PPO and according to the Company they are not covered at all. The Company offers those Medicare Retirees impacted the opportunity to change plans (if they so desire) prior to December 31, 2009 by calling Hewitt (1-877-722-0020) and making the change. Enclosed for your convenience is the 2010 (Legacy SBC/Core Contract) Retiree Rx Deductibles, Co-pays and Out of pocket Maximums. Reminder: Capped Retiree applies to those who retired on or after 1/1/93 but before 4/4/04. Those references to recently retired are those who retired on or after 4/4/04 and are now also considered capped retirees. The two co-pays listed under Capped 2009 reflect the difference amounts for capped (post 93 retirees) and "recent 04" retirees. Medicare eligible retirees and those who choose the new Alternative Medical Plan have separate deductibles & copays and are listed separately. 10/04/09- Retiree SBC Telephone Concession Plan - Class Action!
Your Legal Rights Might Be Affected If You Fall Into One of the Following Three Categories: 1. Retirees of an SBC Company (including, but not limited to Ameritech, Pacific Telesis, Southern New England Telephone, and Southwestern Bell Telephone Company, and any predecessor) who were eligible to receive a Telephone Concession after they retired while residing outside the SBC Service Area anytime from January 31, 2003, to October 1, 2005; or 2. Current or former employees of any SBC Participating Company with more than five years of service with an SBC Participating Company as of June 1, 2005, who were eligible or may become eligible to receive an Out-of-Service Telephone Concession after they retired (if he/she could meet the age and service requirements to receive Telephone Concession as a retiree, through additional service with an SBC Company); or 3. 08/21/09- Legacy T (C&T) Current Retiree Healthcare Changes Effective January 1, 2010
IMPORTANT HEALTHCARE CHANGES FOR CURRENT LEGACY T RETIREES: AT&T will be notifying retirees, both grandfathered and non-grandfathered, by letter. The letter contains a commitment that these will be the plan benefits for the years 2010-2012 unless changes in the law dictate change. CWA is also getting a written commitment. Grandfathered retirees will not be impacted by any of the changes. Grandfathered retirees are those that retired before 3/1/1990. Attached is a chart that specifies the benefit options for your current retirees and a question and answer document. These will be the plan designs that are offered to CURRENT retirees. These plan designs will not change since AT&T will not negotiate over the provisions. AT&T will bargain over FUTURE retirees. In the Midwest and West agreements the CWA committee did bargain the creation and funding of Health Care Reimbursement accounts for current retirees. The accounts will receive funding dollars in year one and year two of the contract. The total amount over two years equals $1000 for singles and $2000 for families. Health Care Reimbursement Accounts are non-taxable, gain interest and the dollars can roll over between calendar years. 10/19/08- AT&T (Legacy T) Healthcare Related Labor Notice
October 18, 2008 The C&T office received the following Labor Notice from AT&T a few moments ago. The error detailed by the notice impacts only Medicare-eligible Retirees. Other Covered Charges (OCC) coverage for Durable Medical Goods goes into effect when the Plan Participant and/or their Dependent, becomes Medicare-eligible. Basic coverage is provided at no cost to the Participant. However, if the Participant elected an increased level of coverage, a small monthly Premium is deducted. Two problems have been identified. (1) The Company has deducted premiums for base coverage in error, and (2) the Company has deducted premiums for increased coverage from Retirees who are no longer in the Traditional Indemnity Plan. As you will read, 174 Retirees have been impacted by the errors. The Company mailed letters out today, October 17, 2008, and more will be mailed on Monday, October 20, 2008 indicating when refunds will be paid. Illinois lawmakers approved and Governor Rod Blagojevich has signed into law, through an amendatory veto process, free rides on fixed routes for seniors aged 65 and older living in the RTA's service region. Who is eligible? · Senior citizens aged 65 or over living in the RTA service region (Cook, DuPage, Kane, Lake, McHenry and Will counties) are eligible for free transit on fixed routes operated by the Chicago Transit Authority (CTA), Metra and Pace. · To take advantage of the free transit, seniors must have the senior reduced fare card to get a free ride. 03/16/06- SBC/Midwest Benefit Commencement Date!
This BCD issue became a dispute when our 2004 Retiree Agreement said employees who retired on or after 1/1/93 would have higher co-pays than that of those who retired prior. The good news is that we were able to prevail; get the BCD reset to its appropriate date effective October 2005 and [co-pay] refunds are being issued as we speak to 320 retirees equaling approximately $10,000. SBC Retiree annual benefit enrollment began on October 27, 2005. Retirees will only get an enrollment kit if they are REQUIRED to enroll or a benefit they had is no longer offered [i.e.: HMO]. Medicare will begin offering prescription drug coverage effective January 1, 2006. If you are covered by Medicare, you can expect to begin receiving information from insurance companies and health plans that want to sell you Medicare prescription drug coverage. If you already have a prescription drug plan through your former employer, you will also be receiving information about that plan from them.
